for issues like hoodiehq/hoodie-server#417 & hoodiehq/hoodie#436, it would be great to have a documented way involve the Hoodie community before any "substantial" changes to Hoodie.

Example: Ember RFCs

I love the Ember RFC system, so bringing that over into Hoodie would be 💯.

To implement this would we create a hoodiehq/rfcs repo, like Ember, or create a RFC label for this discussion repo?

Should there be a guideline for what to include in an RFC?
