Revert to venv from PEP582 for PDM config #5803

  • PEP582 has been rejected; This changeset reverts to venv model but still using PDM to manage dependencies
  • Add gnupg package install to verify apt package signatures
  • Remove custom repository for PostgreSQL packages
  • Remove PostgreSQL server packages and install just the client and dev libraries
  • Move tasking-manager app base dir to /opt/tasking-manager
  • Suppress wget outputs to make it easy to read cloud-init-output.log
