1. Revert to venv from PEP582 for PDM config …

   - PEP582 has been rejected; This changeset reverts to venv model but
     still using PDM to manage dependencies
   - Add gnupg package install to verify apt package signatures
   - Remove custom repository for PostgreSQL packages
   - Remove PostgreSQL server packages and install just the client and dev
     libraries
   - Move tasking-manager app base dir to /opt/tasking-manager
   - Suppress wget outputs to make it easy to read cloud-init-output.log
