Filter sets and provider configurations should be saveable. #28

When building up a set of filters, the user should be able to save that list to 
a file and load it again later. 

The saveable configuration could also include the list of enabled ETW consumers.

The saved configuration should ideally be textual and human-readable. 
If the ETW providers list can name providers not in registry, that'd be helpful 
to projects that haven't yet submitted ETW configuration to the Sawbuck 
installer.

Given that Sawbuck uses chrome base, JSON-encoding seems like a no-brainer.
