Package sshpass not found or ambiguous name, exiting

What steps will reproduce the problem?
I tried to install these 3 ways
apt-cyg install sshpass
apt-cyg -m http://cygwin.mirrors.pair.com/ install sshpass
$ apt-cyg -m ftp://sourceware.org/pub/cygwinports/ install sshpass

What is the expected output? What do you see instead?
I expect to see this install (i am new to apt-get and apt-cyg) but instead all 
I see is Package sshpass not found or ambiguous name, exiting

What version of the product are you using? On what operating system?
I'm on Windows 8.1 ... not sure what you mean by what product version? are you 
meaning of apt-get?

Please provide any additional information below.
Sorry I am so green on this If you could help me that would be awesome.
