moving view

I would like to have the view fixed. How can I achive this. May be so, that the scrollbars are always at bottom and right of the view and not movable.

I understand the intention, but the view is so dynamic when folding and unfolding or even compacting that I haven't found a way to capture it in a meaningful way... sometimes dragging is the only way to have the scrollbars visible again at all. I will not pursue the topic further for the time being.
