Striker transition from ball search to normal role assignment is riddich broken

We only trigger a striker claim check when receiving a network message or when discovering the ball ourselves.
But since the time to reach kick position is only calculated much later in the cycle, it isn't available when checking if we didn't have a (team)-ball before receiving the message.
The calculation would have to happen within role assignment between interpreting the message and deciding whether or not to claim striker.
