They have rough fully half of their historical pop at 1900, even with a player on them choosing pop growth tech. Egypt proper has around 1 million pops, I forget if pops are 5x or 4x for actual population but historically they had 10 million and sudan had 5 million

-give egypt a decision to remove its cores on the levant when not controlling, set AI to always pick this decision
-turn southern iraq into a colony instead of state for turks

-give albania cores on southern serbia (kosovo) and northern macedonia ( 1 western province)

-double their starting pop and make them a puppet of china, as they were a chinese vassal until japan fought a war to end this status

-Give persia cores on armenia and azeri, which they lost in the 1828 ruso-persia war
