P: normal
A defect affecting operation with a low possibility of significantly affects.
T: task
An enhancement to the software.
Rationale
It's really normal to want to run a sub-app at the center of every element in your master mesh for multiscale solves. We should add this capability to MOOSE.
Description
Will loop over elements and add the centroid of each element to
_positions
Impact
New capability. Very little code.
