Propose to develop a postprocessor to output the extreme value of an element variable. Currently we have NodalExtremeValue, which seems to give problems when applied to element variables (e.g. stresses). It would be useful, for instance, to get the maximum cladding stress for the development of cladding failure criteria.

Apparently Cristian needs this very soon. He mentioned that Giovanni implemented it, but it doesn't work properly in parallel. I haven't seen the code, but this should be very easy to implement...
