Create node weight map in EBSDReader for phases in addition to grains #5502

Currently, the EBSDReader has the buildNodeToGrainWeightMap for setting the initial conditions of variables using grain info. However, we need the same functionality for the phase info. This will be used in ReconVarIC to allow multiple phases to be reconstructed.
