Description of the enhancement or error report

We can optionally create sidesets from nodesets using construct_side_list_from_node_list = true we should also be able to suppress the automatic generation of nodesets from sidesets using construct_node_list_from_side_list = false

Rationale for the enhancement or information for reproducing the error

Needed in case you don't want to generate nodesets from sidesets!

Identified impact

Very little... just need the option exposed
