Description of the enhancement or error report

libMesh has the ability to "stitch" together separate meshes to make one single mesh. We've used this capability in both TiledMesh and PatternedMesh... but we don't have a more generic interface to this that would allow stitching together any arbitrary mesh files.

Rationale for the enhancement

This would be broadly useful for anyone that is either generating new meshes... or trying to tie together meshes made by separate people/groups
