当前资源账号是通过组织->环境变量的方式“平铺”定义，如果某个组织在同一云商下有多个账号，这样的管理方式比较麻烦了
在组织层面引入逻辑资源账号
针对特定provider可设定default账号
创建资源时，
- 若用户没有指定，系统自动加载default资源账号
- 用户可指定一个或多个逻辑资源账号

己提供资源账号管理功能，default 账号暂未支持
