Yes we can!

You only need to login as superuser, and then turn the regular user into "staff" and "superuser".

It is also possible to do this programmatically, see code examples at https://gist.github.com/Brachamul/f41ee36ae2b127b99fdfd1e81d4b9f6e

Idea: Have a list of superuser emails as an environment variable!
