Add Haitian Creole (Kreyòl) as Kolibri's 32nd languages

Its PPA is now live for upgrades from Kolibri 0.15.11 to 0.15.12 — but not quite yet available for new installs here:

Just FYI Haitian Creole (ht) hasn't yet appeared near the bottom of i18n.py in their develop branch below — but that will hopefully happen soon as Kolibri 0.16 will arrive in coming months:
