Allow rescue/continue if CUPS or Samba installs fail [if skip_role_on_error: True]

Allows "rescue" from these 2 Ansible roles, if continuing with Ansible is desire, As mentioned here:

• Extra characters on the end of menu.json cause Home Page to be blank #3487 (comment)

i.e. IIAB implementers can now use skip_role_on_error: True to install even larger sets IIAB Apps without interruption.

Tested on Ubuntu 23.04 pre-release.

• PR Try 'skip_role_on_error: True' in default_vars.yml for more uninterrupted installs of IIAB Apps ['./iiab-install --risky' if you want to live on the wild side, forcing it too to use 'skip_role_on_error: True'] #3262
