Background and Summary

The Editors propose the final release of the Image API 3.0 and Presentation API 3.0 specifications. We believe that all issues relevant to the final release have been addressed. This issues closed in the most recent milestone are available at https://github.com/IIIF/api/milestone/23?closed=1

The Editors have requested assistance from the community to track feature implementations as required by our release process (see IIIF/api#1878). We believe that the existing implementations are sufficient to justify a final release of the 3.0 specifications and that the move final release status will encourage further implementation work.

The API change logs have been brought up to date and are located at:

Proposed Solution

• Apply the PR referenced above to update the version number, remove language referencing the beta status, etc.
• Announce to the community.
