How to install requirements,please ? the command doesn't work

Hello, i am sorry for such a naive question but i gotta install pyts sx4 but i have no idea about how to do, i hit cmd in the extension folder and hit "pip install -r" requirements but nothing happens, can someone help me, please ?

I forgot the .txt extension!

Try this:

pip install -r requirements.txt
