*Feature request* FINE control around zero for the Poly Mod Fil Env potentiometer #218

This has first been proposed on gearslutz by user "error_trials" in post #4137.

Maybe the code used for OSC B FINE could be reused for the Fil Env pot.

Extremely small Fil Env +/- amounts are needed to modulate the beating frequency of OSC A vs. B by the Filter ADSR. This is a sound design benefit which only becomes clear by trying it out. For example slow AB-beating on note on, fast beating in the ADSR release phase or vice-versa, it´s fun!

I came across this because it´s extremely hard to exactly set Fil Env to exactly zero, so that suddenly BEATING became a modulation target - and not only full chromatic intervals by higher Env Fil settings.

(BTW: A good way to set Env Fil to zero is by turning the pot ccw and then slowly cw, exactly stopping at zero. Turning cw and then ccw may show a zero on the LCD while there´s still a tiny positive amount left.)
