Media layers: make default state transparent #288

The current spec states that if there are no frame available, the media layer is fill with opaque black.
Can we change it to transparent black instead?

/tpac nit: change medial layer default from opaque to transparent black

At TPAC, the group agreed to make the default video frame transparent.
