Package decides whether to accept mail for a particular address, and whether that mail should be stored. This lays groundwork for #33 also.

  • Create policy package, migrate stuff from stringutil.
  • Implement policy.Addressing{} + methods to manipulate addresses based on configuration.
  • Wire into message delivery
  • Plan how to use in controllers
