A VO admin should be able to update the AUP timestamps of users through the GUI, just like VOMS-Admin allows.
This is particularly important for users who nominally own robot certificates or token clients used by grid services.
Such services must not get blocked due to such an owner being unavailable for signing the AUP again before it expires.

* Added delete signature API endpoint
* Refactored signature API endpoints (added AUP param)
* Added sign on behalf and request AUP signature button
* Added AUDIT messages for sign-on-behalf and request signature events
* Return 204 in case signature has been already deleted

Administrators can sign the AUP on-behalf of one user (button "Sign on behalf ..."):
