Create a page to describe the relationship between InstructLab and other open source projects

This came from some very good feedback I received in person from someone looking at the project for the first time.

For people coming to this project, it would be helpful to explain how InstructLab relates to other open-source projects they may have looked at. This includes things there are dependencies (like llama-cpp) or a project that roughly "lets you serve, chat, train" like text-generation-webui.
