operations: innersource: npm groovy lint: Use groovylintrc if present

We should use pathlib.Path to look for an use the context local groovylintrc (from the repo being scanned, this is an example of our context awareness coming into play). Ideally this would be taken as an arg and an overlayed operation would find the path and then output it, so that it gets taken as the arg to npm-groovy-lint
