Unnecessary poll messages on running CheckForceDeleteLift.perform_now

It looks like new poll message is sent to the registrar every time CheckForceDeleteLift.perform_now is run about all domains that have invalid email address in the .ee zone. Apparently the same thing does not happen with the email addresses in other zones or at least this seems to be the only differentiating factor between the domains that get new poll message on every run and those that do not.
