[USER MODERATION] - 5th deliverable - create moderation request on first publish

The idea of this issue is to create a moderation request when the user:

• publishes a record for the first time
• creates a community for the first time

For now, it was discussed to have only one request open at the same time. If a user creates more than one record/community, only one moderation request will be open.
