ict uninstalls ixi if you want to update it and no new version is released

Bug description
If you update an IXI in the webgui via the update button and the new version isn't released already it will uninstall the old version and then display the error that it can't find the new version. So you have nothing in the end

Expected behaviour
Ict should check first if there is a new version released before it uninstalls the old version
