Update Fedora version in IPDK

Currently, Fedora 33 is used throughout IPDK as the non-Debian distribution. However, we're currently using Fedora 33, which was EOL'd back in November of 2021. We should update to at least Fedora 35, and possibly 36 since it arrives in late April of 2022. See the wiki for details.
