The first of many community releases. The main issue solved in this
release is inflation.

• Retargets block rewards to curb the inflation previously
  built-in.
• Rebrand ipscoin as ipsum-network
• Port logic fixes for testnet
• Adds improved Czech translations
• Properly signed release binaries, with public keys made available.
• Fix backported from bitcoin core for users experiencing the
  "Invalid IP" issue when starting their masternode.
