Logging seems to show that "ready" event was never received, but did receive a "wait-for-shutdown" event.

Add-on is working fine otherwise. Restarting Firefox gets the locks loaded properly.

Adding a new call to load locks when receiving wait-for-shutdown event via a5e1fcd for v1.1.3.

With 1.1.3, the startup process works reliably. However, there is still an issue when TST is upgraded after everything is already up and running. I will create a different issue to track that.
