A11Y-Bug in DigiWF-WebComponents

Describe the bug

• The WebComponents for displaying Tasks and Service-Instance have a problem with A11Y, which relys on valid HTML.
• When the list, which is rendered using HTML-ul-Element, contains one or more entries, it lacks to render the li-Elements inside.

To Reproduce

1. Start at least one task or an instance.
2. Make WebComponents render
3. Look at the HTML for the lists of instances or tasks displayed in the WebComponents.

Caution: If there are no tasks or an instances a virtual entry is rendered ("no elements" or similar) and the li-Element is present.

Expected behavior
Render li-elem. if list is not empty.
