Without Nemisys: Yes
You know the problem.
My code:

$player->setSkin($bytes, false);
        $player->despawnFromAll();
        foreach ($player->getServer()->getOnlinePlayers() as $player1)
            $player->getServer()->removePlayerListData($player1->getUniqueId());
        foreach ($player->getServer()->getOnlinePlayers() as $player1)
            $player->getServer()->sendFullPlayerListData($player1);
        $player->spawnToAll();

@intagaming For server xyz ,in genisys.yml what port need add ? 19132 ?

Sure, because of FastPlayerListPacket with skin buffer.
