ArgoCD application that includes all platform components so that they can be managed via GitOps.

David to refactor operator charts to fit in with the model Andy created for single chart for multiple operators.

ArgoCD offers an integration with Vault. @malacourse is working on a Helm chart for Vault to be included in the platform components. A vault instance would be a dependency for ArgoCD/Vault integration.
