The video shows that you can add a picture that is displayed when you turn off 
the device, but I can not find this function.

It's not a defect obviously.
Put images into (you have to create the folders):

/database/system/PRSPlus/wallpaper

and they will be randomly used for standby.

I had created the folders but just did not work, it seems that the names must 
be identical including capitalization

I can't get wallpapers on my 600 to work either. I created the folders as shown 
including capitalizaton. Do the picture files have to be a certain file name or 
format?

Guys, this is not a support thread, please ask question on one of the support 
forums (check links on the main page) :(

There are no restrictions on the file name (only extension matters), format 
supported are: gif, jpeg, png. (I've tested it only with png)
Extensions must be one of the following (lower case!): jpg, jpeg, gif, png
