Commas not handled well when encountered in quotes

What steps will reproduce the problem?
1. import this :

Catherine,Boat,"Boat,Catherine",,,,,,,,07111111111,,,,,,,,,,,,,,,,,,0,0,0,,,,pas
-id-7CC8C3BE4E71EEEE,,

What is the expected output? What do you see instead?

The 3rd field should be read as 

Boat,Catherine

but is instead read as

"Boat

What version of the product are you using? On what operating system?

I'm using PhoneSync 1.0 , on Android 1.5

Please provide any additional information below.

It took me ages to find PhoneSync, but it does exactly what I want. Can I
help you fix it?
