"Call to attention" should not play after all users have estimated

GIVEN I am the last user to select an estimate
AND I select an estimate before the "call to attention" sound has played
THEN I should not hear the sound

I've noticed that the sound will sometimes play in an estimation round if I was the last user to estimate in the previous round.
