Install spack-stack on NASA Discover Scalable Unit 17 (SCU17), update existing Discover (SCU16) and AWS ParallelCluster installations

NASA's Discover HPC has a new partition called SCU17 equipped with AMD Milan processors: https://www.nccs.nasa.gov/nccs-users/SCU17-announcement

Describe the solution you'd like
We need to port spack-stack to SCU17 so that JCSDA can use this partition

While at it, update the existing Discover (SCU16) and AWS ParallelCluster installations and test with JEDI-Skylab and GEOS.
