Typically icicle charts are hierarchical and each row sums to 100%. In this package that is not the case. Why is the total program time shown in row1 not equal to the sum of the two bars in row2? If there is a good reason then please can you add it to the docs to make it clear.

Have you tried setting Cutoff to None?
