Cannot install on Windows 10 and Ubuntu 16.04 LTS

Hi!

I am not able to install the tool despite having the correct versions of software. I have tested on both Windows 10 (Python 2.7) and Ubuntu 16.04 LTS (Python 2.7) and both are giving the exact same error.

Below is the error which is being produced. I have the appropriate permissions as well.

I was then able to run the program by going into the scripts folder after above command and then typing -
python halberd <website domain>
