Create project shapes by aggregating parcels

Right now we manually draw shapes.

What if, instead, we stored an array of parcel IDs, which we glued together at build-time in order to create the shape?

This would also let us do more with the parcel shape data, although it we would have to present aggregate values:

• an array of owners
• sum most numerical values

In order to support this, we'd need to be able to edit the array of parcel IDs through the site. Either thru click-a-map or just storing the raw parcel IDs.
