In the recent Ruby committers' meeting, I heard somebody say that there was a claim that defining TAU might result in (slightly) better precision. Is this actually true? If yes, can this actually be achieved by just multiplying PI by 2?

The reasons for defining and using Tau have nothing to do with precision, so I think you're asking the wrong question here.
