Yes. Consider the "production" ACL is already present on the box, and you have certain expectations about that (bound or not), of the lockstep fails the production version is not touched. Even if you don't bind its the safe way to upload, to guarantee the whole ACL can be applied.

You'll notice it does not lockstep on interfaces (as its not bound to any)
