Organization Creation: Tags

Unable to add organization tags.  Adding tags and pressing "enter" does not add 
the tag.  Additionally, doing this clears all the organization links in the 
"Link your profile" section.

ok this is happening cause its causing the page to refresh, this happens if you 
hit enter in any text box (not just htis one) this is since it is inside a form 
element you don't need to hit enter to save it so I am going to remove that 
comment.  So I just decided to put the same protection in as on create program 
part 3 if a user hits enter or refresh it asks for confirmation since otherwise 
all unsaved work is gone.
