Incorrectly parsing years as of Jan 1st, 2021 #279

"Fri Mar 04 00:00:00 UTC 2016" correctly parses into "Fri Mar 04 00:00:00 UTC 2016".

However, as of January 1st (maybe Dec 31st, depending on time zone), "Tue Jan 12 00:00:00 UTC 2016" now parses into "Tue Jan 12 00:00:00 UTC 2021":
