Drop support for Python versions <3.7.

3.6 will reach EOL in December of this year, so if we’re doing a big "leap" in supported versions, we may as well go straight to 3.7 which should at least get security fixes until 2023: https://devguide.python.org/#status-of-python-branches

Users stuck on older versions (e.g. oldest maintained Ubuntu LTS) will still have isrcsubmit 2.x versions available.

This will be helpful for 3.0.0 when dropping support for older
