We can able to add duplicate levels by adding space before the duplicate name

Steps to reproduce the issue

1. Go to Users->Access levels.
2. Click on add button to create new record.
3. Enter space as chacter and existing level name.
4. Save the record.

Expected result

Duplicate access levels should not be added.

Actual result

Duplicate access levels are added successfully.

System information (as much as possible)

I can confirm this issue is in latest 3.3 although I did not check staging as when I pulled that my Joomla installation broke.

Please can you retest with the staging branch as a patch was applied to
that #4492 which I believe will resolve this issue

I have applied the patch for #4492 and I have retest it on my system. It is not working.
