I noticed that jrnl doesn't have man pages despite being a Linux command line tool. Personally I think this is a big problem.

Are there any plans to implement this soon? Is there any way I could probably help?

Thanks for the idea. I must admit I have not thought about this very much. There's the full documentation in README.md and on http://maebert.github.io/jrnl, and you can get a short reference with jrnl -h, but maybe a man page would be something nice to have in-between. I would like to minimize duplicating documentation though (the one thing that is even worse than duplicate code!), so if you can come up with a way of generating man pages on the fly you're more then welcome to contribute!

Check out this and creating man pages using optparse as well
