Document how tests are set up (local, bootstrapped env), and how test plugin interacts with charm test

From user feedback we should discuss to new charm authors how Amulet sets up tests on the local environment and the implications that has to other platforms. In addition, it would be advantageous for the docs to clarify how the charm test plug-in will interact with Amulets tests.
