Cannot destroy services

I would like to test that on service destruction, recreation and re-relation, that my charms do the right thing. But Deployer doesn't have any destroy_service type method.

I might be able to use remove_unit and add_unit, but this won't quite test the same thing as service relations won't be destroyed.

There are some things that need to land before we can do this as sentries will in their current form will break. With the removal of interal sentries this is possible and will be scheduled for the next release
